随着中国核能技术的发展进步，核动力厂新堆型新技术不断开发应用。该负责人表示，通过修订，《规定》在核动力厂场址选择、非居住区和规划限制区设置与管理、选址假想事故源项分析准则、流出物排放总量控制、流出物中放射性核素活度浓度控制、流出物取样监测核素选择等方面都提出了更高要求，可更好适应对核动力厂环境和安全方面的事中事后监管需要，防治放射性污染，保护公众健康。
《规定》要求，核动力厂的选址应避开饮用水水源保护区、自然保护区和风景名胜区，并符合场址所在区域的国土空间规划和生态环境分区管控等要求。涉及生态保护红线和环境敏感区的，应重点从环境制约因素、环境影响程度等方面进行适宜性论证。
《规定》要求，在核动力厂场址选择时，应考虑核动力厂放射性固体废物的安全处置。在核动力厂场址比选和确定过程中，应考虑环境保护和辐射安全因素。核动力厂应尽量建在人口密度相对较低、离大城市较远的地点。规划限制区边界范围内不应有1万人以上的人口集中地区。
关于如何保障《规定》的实施，该负责人表示，核安全监管部门依照标准规定，加大执法力度，依法查处违法行为，推动辐射监测能力提升，增强污染预防水平和治理能力。(完)
