当天，国务院新闻办公室举行新闻发布会，介绍规范涉企行政执法专项行动开展情况。胡卫列在会上介绍，专项行动聚焦纠治四类突出问题：一是乱收费、乱罚款、乱检查、乱查封问题；二是违规异地执法和趋利性执法行为；三是执法标准不一致，要求不统一，加重企业负担的行为；四是滥用职权、徇私枉法、该罚不罚、“吃拿卡要”、粗暴执法等违反执法规范要求的行为。
胡卫列说，目前，各地区、各部门正梳理形成问题清单，进行自查自纠。截至5月21日，工作平台共汇集各地区各部门问题线索6232条，督促办理5246条。整治的问题涉案金额3.35亿元(人民币，下同)，为企业挽回损失9881.35万元。各领域的查纠积极推进，行政罚款数额总体呈下降趋势，乱检查得到有效遏制。
针对一些执法人员在执法过程中仍然存在粗暴执法、任性执法、机械执法等问题，司法部行政执法协调监督局局长刘波在会上表示，这次开展规范涉企行政执法专项行动主要目的是规范执法，就执法而言，执法人员的能力和素质对执法水平的高低起着关键的作用。中央组织部、中央依法治国办和司法部联合建立了常态化的行政执法人员培训机制，已连续开展了三年培训，已培训执法骨干100多万人。
刘波介绍，目前，司法部正在研究制定《行政执法行为规范》，厘清行政执法人员权力边界和行为边界，明确行政执法人员禁止性行为和纪律要求，有效解决实践中出现的执法人员滥用职权、徇私枉法和粗暴执法等问题。(完)
